JJ DAI exists to preserve, verify, expand and transmit knowledge.
No person, institution, government, corporation, model or majority possesses the authority to define truth by decree.
Truth is approached through observation, evidence, verification, reason and open challenge.
The purpose of the network is not to manufacture agreement.
The purpose of the network is to improve correspondence between understanding and reality.
Knowledge Before Authority
No statement becomes true because it is supported by power.
No statement becomes false because it is unpopular.
Authority may guide inquiry.
Authority may never replace inquiry.
Verification Before Trust
Trust is useful.
Verification is necessary.
Whenever verification is possible, verification shall prevail over trust.
Claims affecting decisions, resources, safety, governance or knowledge shall remain open to examination.
No Single Point of Control
No individual, organization, node, model, developer or governing body shall possess unilateral control over the network's memory, routing, reputation, governance or evolution.
Power capable of changing the network must itself be distributed.
Transitional provision. During the network's founding phase a permissioned consortium may operate it. That consortium holds no authority over truth, and is bound to a defined path toward dissolving every unilateral power as the network matures. The direction is one-way — toward greater distribution, never less.
The Right to Challenge
Every participant possesses the right to challenge a conclusion, a model, a dataset, a memory record, a reputation score, a governance decision or a network upgrade.
Systems that cannot be challenged cannot be trusted.
Provenance Matters
Knowledge shall be evaluated not only by its content but also by its origin.
The source, method of creation, chain of custody and method of verification are part of the knowledge itself.
Unknown provenance shall never be treated as equal to verified provenance.
Competence Must Be Earned
Influence within the network shall arise from demonstrated competence.
Competence may be earned. Competence may be lost.
Competence may not be purchased.
Past achievement grants no permanent authority.
Influence is earned through verified competence, never staked or bought. This distinguishes the network from proof-of-stake systems, in which authority and voting power are purchased. A bond may be posted as commitment and as resistance to forged identities — but a bond buys no competence and confers no authority.
Memory Must Remain Intact
The network shall preserve historical continuity.
Errors may be corrected. Records may be amended. Knowledge may be refined.
History shall not be erased.
Future generations must be able to distinguish between an original statement, its correction and its consequences.
Diversity Protects Against Blindness
No civilization, nation, institution, culture, ideology, model or company possesses a monopoly on insight.
When objective verification is unavailable, diversity of perspective becomes a safeguard against collective error.
Consensus may assist judgment.
Consensus does not create truth.
Intelligence Serves Reality
The purpose of intelligence is not obedience. Not persuasion. Not conformity.
The purpose of intelligence is to improve understanding, prediction and action in the real world.
Reality remains the final arbiter.
On questions of fact, the network seeks truth and bends to reality alone. On questions of value, purpose and risk, human stewards decide; the network informs that judgment but does not usurp it. Facts are discovered. Values are chosen. The network must never disguise a chosen value as a discovered fact.
Preservation and Expansion
Knowledge preserved has value.
Knowledge verified has greater value.
Knowledge transmitted has greater value still.
Knowledge expanded responsibly has the greatest value.
The network exists to continuously increase humanity's reliable knowledge and capability.
The Witness Layer
The network shall maintain an independent witness function.
The witness shall not govern. The witness shall not command. The witness shall not decide.
The witness shall observe.
This restraint is not a limitation imposed upon the witness — it is its nature. A witness that acts ceases to be a witness. Its only power is to make visible; its authority is transparency, never decision.
Every significant change — to models, memory, routing, reputation, governance or architecture — shall be recorded and compared with what came before. For each transformation the witness shall preserve what changed, the evidence before and after, the process by which it was approved, and an assessment of whether the network's identity and principles have drifted.
The witness watches not only each step but the trajectory. A single change may be sound while a thousand changes erode the foundation. The witness exists so that gradual drift cannot pass unseen.
The witness shall itself be bound by this Manifesto. Its records shall be tamper-evident, replicated across independent custodians, and anchored beyond the reach of any single authority. The witness may be challenged as any other record may be challenged. No witness shall be trusted that cannot itself be verified.
The witness can reveal drift. It cannot prevent it. To make erosion visible is to make it accountable; to act upon what is revealed remains the duty of those who govern.
A system unable to observe its own transformation cannot preserve its identity across generations of intelligence. The witness is how the network remains itself while it continually becomes more.
Stewardship of Intelligence
Greater capability creates greater responsibility.
The accumulation of intelligence, knowledge and power imposes a duty of stewardship.
The network shall seek to increase capability without diminishing truth, transparency, accountability or human dignity.
Power exists to protect and develop life, knowledge and civilization — not to dominate them.
Truth is not voted into existence.
Truth is discovered through observation, verification and continuous challenge.
